Viscount Hailsham addresses an audience in support of the Conservative candidate Ian Gilmour, prior to the by-election for the Central Norfolk seat. Reporter Chris Rainbow interviews each of the parliamentary candidates in turn - Kenneth Colman, an Independent candidate, argues Common Market membership is a significant topic for discussion; Maxwell Goode, a Liberal candidate, expresses confidence in his party owing to constituents’ disillusionment with Labour and Tory policies; Geoffrey Bennett, representing the Labour party, regards the Tory party as the significant competition and argues it is “time for change”; and finally, Ian Gilmour, for the Conservatives, argues the choice is between “Conservative progress and Socialist reactions”. Finally, a few summing-up words are given by each party candidate, each confident and hopeful for a by-election victory.

The results were:- Mr IHJ Gilmour (Conservative & National Liberal) 13,268; Mr G Bennett (Labour) 13,048; Mr G M Goode (Liberal) 7,915; Mr K Colman (Independent Liberal) 909; Mr J Andrews (Independent) 79. Ian Gilmour was elected as Member of Parliament for Central Norfolk, winning by 220 votes.
