Anglia Television news reporter David Henshaw meets "Snowy" Farr, an eccentric and charity fundraiser for the blind.
Snowy Farr, an eccentric who raises money for The Royal Institute for the Blind, stands with a pigeon on his top hat before it flies away. He drives his cart down the road with balloons on the back of it. He sits in his cart with a sign behind him reading ‘Charity for the Blind,’ while a cat sits on his hat. Close ups of the chickens and ducks that are sitting along the side of his cart are shown while Snowy Farr sings as he drives. Snowy then holds two rabbits while he talks to a little boy sitting in a toy tractor. There are rats and a mouse sitting on his shoulders. He holds a pigeon up and then there is another close up of the chickens. Interviewer David Henshaw asks if Snowy is happy to which he replies in the affirmative. They discuss the circus and then the new suit and top hat that Snowy has been presented with due to his charity fundraising for the blind. Children watch Snowy while he is talking and play with the animals in the back of his cart. Budgies are shown on Snowy’s top hat and umbrella. He holds the umbrella up to the sky with the budgies standing on it in a row.
