Scenes of the central Peterborough area which has a large ethnic minority population. Views of residential streets including Cobden Street and Gladstone Street and Asian shops. Councillor Charles Swift is warning that trouble could be brewing in this area due to high unemployment, homelessness and overcrowding, and the lack of sports and community facilities to help relieve tension for men, women and young people. In an interview, Charles Swift mentions the Toxteth and Brixton riots and points out that what happens in a small area can affect the entire wider community. He mentions the difficulty for councillors of less deprived areas to acknowledge that central Peterborough is their concern too.
