Flood scenes at Wells-next-the-Sea, Norfok and Wisbech, Cambridgeshire.
The first scenes are from Wells. The Harbourmaster, standing on the Quay, describes to reporter Paul Barnes how the bank gave way and how a seaman lost control of a vessel, hitting an electricity cable. Asked to compare the floods with those of 1953 he replies that they were equally bad. There are mute shots out to sea showing rescue helicopters at work. Aerial shots show flooded caravan parks and the beach and flood waters. The helicopter appears to be airlifting sandbags. At Wisbech, mute film shows manual traffic controls on Freedom Bridge whilst workmen repair pipes or cables. There are shots of the high water mark. People in wellingtons walk along a flooded street. Rubbish is piled high in skips. The contents of a home, including carpets, a television, a refrigerator and a washing machine, are filmed in the garden. A woman standing in a doorway is asked what she has lost. She tells the reporter that she has lost everything and offers a list. She talks about how she is coping. There are further shots of people bringing sodden carpets and other items. There are further shots of rubbish. The next sequence shows South Quay in Kings Lynn. There are shots of flooded Skoda cars. The final scenes are of Wells, showing shots of the harbour with a coaster on the Quay and of bungalows well beyond high water mark.
