The development of the Chippingfield Estate, the first to be built in Harlow New Town

The development of the Chippingfield Estate, the first to be built in Harlow New Town, from open field to housing estate. There are shots of the fields, initially just marked out ready for building to begin. As the shots continue the site is gradually developed as equipment is moved in and the temporary workers' sheds erected. Earth moving machinery digs out a trench, a lorry deposits rubble and piles of bricks begin to appear. The film gives a six month update, showing partly built houses and a steam roller working on the roads. There is a sequence showing the finished estate. Gardens are under development and children are playing in a playground and in their garden. The final sequence shows a glimpse of the estate in colour.
