The memorial ceremony to mark the creation of a trust fund to build a memorial to the men of the 2nd Air Division, USAAF

A newsreel film, shot in the Council Chamber of City Hall. General Kepner presents to Mr. E.F. Williamson, the Lord Mayor of Norwich, a deed of the trust fund set up by the 2nd Bombardment Division of the USAAF for a memorial to their fallen comrades. In his speech, General Kepner, in uniform, explains that the memorial will take the form of an entrance hall and reading room in the planned new public library. He describes this as a shrine that the families ... of those gallant men can visit in years to come. He states that the memorial is also a tribute to the hospitality of the local community. The Lord Mayor, in civic regalia, makes a short speech thanking the General and his colleagues. He says that their deeds will never be forgotten. He outlines the plan for the new library, adjacent to the City Hall.
