The continued development of Harlow, a new town.

The film begins with shots of the site inspection. Test bore holes are drilled and samples taken to the Chief Engineer's laboratory at Terlings, the Headquarters of the Harlow Development Corporation. There are scenes of the interior of the laboratory and of the chief engineer at work. The warning signs for the construction traffic feature. These are followed by shots of the lorries and other construction traffic using the country lanes.There are many shots of the construction work. Roads and sewers are laid. There are general views of the site during the first few months of construction work. These views offer and idea of the green field site before the builders arrived. There is a church in the background at one point. A culvert is made under a railway line as steam trains pass over. There are shots of the new houses and flats in the Mark Hall area. Mr. Dalton, the Minister for Local Government and Town Planning opens First Avenue, the first road to be completed in Harlow. A cavalcade of motor cars, led by a motor cycle, drives along the road. The Minister inspects the completed residences. These shots give a good idea of what the finished project will look like.

From 1949 onwards, development work proceeded rapidly starting in the north east quarter of the New Town.Site investigation was a necessary preliminary.This was carried out both by Direct Labour and by Contract.Soil samples were tested in the Chief Engineers laboratory at 'Terlings'.Sewer and road work followed in the Mark Hall and Templefields Areas. But First - Some precautions regarding constructional traffic had to be taken.Some people didn't like these notices.Contract work in progress.Later in the Mark Hall neighbourhood.On May 9th, 1951, First Avenue and The Lawns were opened by the Minister of Local Government and Planning (Mr. Dalton.)
