Circuit judge Mr Justice Hilbery arrives at Norwich Shirehall to commence assizes hearings.

Made by local amateur filmmaker Charles Scott, this film is one of many documenting the civic and public life of Norwich in the years immediately following the end of World War Two. From the angel perched on top of the Boer War Memorial, Scott's camera reveals Norwich Shirehall, where circuit judges make twice-yearly visits to deal with serious crimes such as arson and murder. With two lines of policemen from the Norfolk constabulary guarding the main entrance, circuit judge Mr. Justice Malcolm Hilbery steps out of his private car. Bowing to fellow members of the judiciary, he enters the Shirehall, as a line of trumpeters continue their fanfare.

Background Information

Mr. Justice Hilbery was one of the circuit judges (red robed judges) who visited the City of Norwich twice a year. He would stay on average about three weeks, and dealt with serious crimes of arson, murder, etc. The judge would arrive in much splendour, going to the Cathedral in a coach drawn by horses lent by one of the Norwich breweries. This continued until 1973 when the work of the Quarter Sessions and Assizes was taken over by the new Crown Courts.
