Interviews from an Anglia Television report on plans to establish an open prison in Norfolk.

In the Norfolk village of Stiffkey there is opposition to plans to convert a local army camp into an open prison. An Anglia Television correspondent talks to residents, including Lt. Colonel Frederick Marshman Bailey, a retired British intelligence officer, who speaks for a 'great many' in the area who object to the proposal. Bailey speculates about the prison's negative effect on property prices and local tourism, as well as raising concerns about the welfare of local children and its effect on local prosperity and employment. Another local resident, Mr Green, speaks with a heavy Norfolk accent about the possible dangers to prisoners who venture out onto the marshes and suggests that it is the people who want to send prisoners to Stiffkey who are the 'biggest fools'.
